They hired them/contracted them or whatever and let them make it lol it's a reflection on rockstar still. I'm sure they also saw the product multiple times and felt it was fine to keep working with them instead of scrapping it, delaying it, etc

One of the many things I hated about GTAV . GTA V story wise is probably near my least favorite . No excuse for ai not being smarter or driving like human beings in 2013 when it dropped or updated through patches .
