Syria is specifically a weird country politically and historically which informs a lot of this. Much of that has to do with the colonial lines drawn by British & French which included Syria & Palestine (inc. modern israel) as part of the same territory. Syria has very distinct relations with other ME countries vs countries like Iraq. This is especially due to the Syrian Civil War, but also the presence of parties like SSNP historically.

Hamas did a surprise attack with like 1000+ soldiers and they sniped the border observation cameras and the IDF observers in there didn't see what was happening, they literally came and started murdering everyone who was there, it was a surprise attack no one was prepared for
