There's different contexts to the different waves of immigrants from the Arab world. Yemen was a more random one, they found Jewish people there and offered them Aliyah and they obliged. Morocco banned Jewish Immigration to Israel for a while, but they cut deals with higherups giving a fee every number of Jewish Moroccans that left.
Those are the ones I've read a little on, obviously muslim/jewish relations in those areas weren't necessarily always great, but to my knowledge the exodus of Jewish people was spurred by Israel.
