i didnt say he directly influenced it because idk if he did. I said it paved the way, meaning it influenced the whole situation and context. ex: when Dylan was writing and participating in the civil rights movement in the 60s, the Motown dudes were listening and inspired. and Bob Dylan showed that socially conscious music could still be a success, without that context the record labels would have been more reluctant to put it out. maybe they wouldve tried to shelve it like some of his other stuff or made him be less provacative
am i saying Gaye was listening to Dylan as he made What's Going On? no, but Dylan influenced the musical scene Gaye was in and it's pretty clear imo to draw a line from those earliest Motown political-leaning songs to Gaye taking it further with What's Going On
