Dude let me tell ya, last year I helped a close friend get clean and it was one of the hardest things I ever went through. Not only getting her off the street, failed attempts at rehab, fighting with withdrawals, fatal endocarditis, and open heart surgeries. This November will be 1 year clean for her.
$20 bucks will get you bag on the street down here, I cant see some methadone clinic giving out safer and cheaper bags of heroin.

A clinic absolutely would provide safer heroin, I don't get how you can't see that! And a healthcare first approach would directly help with literally all of those things you've just mentioned!
