It literally legally does. What are you talking about. It’s debatable whether even sane people have real agency, but it’s pretty well understood that’s it’s hard to gauge responsibility when it comes to someone with severe issues in their brain. We should be pushing for rehabilitation.

It’s the sporadic nature of the crimes that leads me to believe there’s something wrong with him beyond bad judgement. He doesn’t come off like a calculated menace but a schizophrenic.
