partly because it was intended to replace the competition that is based on merit (champions league). so a lot of clubs that can qualify for champions league because they perform well would be excluded from the new top competition in Europe in favor of rich teams that could perform poorly and still be included. so less of a chance for smaller clubs to rise up, which does happen. smaller clubs would have less chance to make money while richer clubs would be guaranteed more money every time

also more matches isnt necessarily a good thing for everyone. players of top teams already have a ton of matches packed in and this would have brought even more matches midweek and with more international traveling just for the sake of more money
