In theory that sounds great. But the problem is 12 of those teams will have permanent entry to it every year, so there is no sporting merit to the tournament at all. The most important tournament currently is the Champions League, which requires you to finish in the top 4 of their respective European national leagues (top 3 for some) so if you qualify for that tournament, you've earned it based on what you did during the past season.
