If you want to finish the dlc then you take the elevator near the first floor of the specimen storeroom. That takes you to a bridge towards the ancient ruins which is where you use messmer’s flame.

But I’d only recommend that if you’ve explored the dlc to your hearts content, because using messmer’s flame will end a bunch of the questlines and move npcs to the final area.
