I dont think its fair to compare this situation to cyberpunk yet, that was and still is an outlier and it was years in the making. It wasnt delayed once but multiple times and for the longest they didnt even want to show gameplay. I heavily doubt its the case with this, from isnt cd projekt

I think they mean exceeding expectations as far as development goes. As in we got more work to do than we thought.

I don't think this will be a CP2077 situation by the time its over but they really havent shown much of this game and before today it was dropping in 3 months.
