You don't know what Filler means, your interpretation is based on a definition from old Rock albums in the 60s, there is no filler for top artists in 2020, artists like Usher or Kanye make hundreds of songs for an album, then cut down to the best cuts and routinely cut off amazing tracks in order to shrink down to a digestible size.

Filler existed when artists needed to add songs to justify the large price tag of an album back in the 50s/60s and would cut lesser songs in order to bump the number, this no longer is the case with Studio team no longer being so exclusive and music production software.
