It's not only the 15 tracks, but its the fact he loves all 15 tracks which means 1-15 we can assume 95% of each track is AT LEAST finished. Project probably very close to being ready. Hopefully nothing leaks. Love Drake, but for the life of me I don't understand how an artist of his magnitude gets a bunch of his s*** leaked (pun intended).
This also could just mean they have at least 15 tracks finished and might add more

Definitely capping. He's touring till November and he's known to like to work on albums in professionally-setup studios. I don't see him working on any music while on the road. Drake, on the other hand, has been locked in for months now.
Regardless, I see the album being more of a Drake album than a PND album. It'll likely play like a Drake featuring PND album so I expect many songs to have just 1 PND verse or 1 PND hook with maybe 1 solo PND song while Drake carries the rest of the album. I expect it to be similar to how Her Loss was.
