Yeah. Everything he/his team has done signals the album is coming before (or very early in) the tour. Would be really weird to delay it at this point.

Agreed. The album announcement being tied to the book release is so strange.
It was weird when CLB merch launched a year before the album, but COVID + knee injury def impacted that - like you said.

Drake might have more reasons to delay the album if he's got features on many albums dropping over the next couple months.
He's featured on Thug's album. Featured on J Hus' album. Might be featured on Uzi, Travis and 21 Savage's albums with potential features on any of the OVO Sound albums set to drop later this year.
