Since it's his show, Drake will pay the fine, he has already done it once on this tour and in the past as well
It would be different for a festival because at a festival the. event themselves would get the penalty for going past curfew, so he would have no choice but to leave early

The difference between now and then is that he's older and a lot richer now and he LOOKS it. Back in the Take Care days, he didn't dress this dapper or have this much swag/display this much wealth on him with just the way he dressed. He looked much regular back then but he has fully settled into the lifestyle now.
He has always rapped about f***ing hoes, strippers, p***stars, etc and his dysfunctional relationships with them.
Maybe it seemed more sincere when he talked about it back then because of how new/young he was but he has always talked reckless. He just had the good guy image to mask it a bit back then.
Yeah he had some lines about f***ing p***stars and heās already sang live songs to strippers but on Take Care he was writing entire songs with extremely relatable relationship themes.
