Whether or not they appeal to white listeners doesn't matter much to me, and it's not my place to judge "how black" their music is. Such a judgment is probably racist in general but is definitely racist coming from someone who isn't black, such as myself.
But dude attracts people who don't like hip hop generally but really like his specific brand of hip hop. That doesn't really happen with Travis, a lot of his fanbase at least tries to explore the wider contemporary hip hop scene. Carti's core basically only listen to rage music and view every other type of hip hop, even cutting edge stuff, as being "washed" because it isn't rage music lol. It's super corny and gives off a bad vibe.

Sales wise, no rapper is going to top Drake in this decade. That's a given.
But, if we're talking who's influencing the culture the most from inside, Drake really isn't in that conversation anymore.
There's been way more Keef, Wayne, Carti, Cudi, and Thugger influence on 2020's rap than Drake. Jack Harlow's really the only rapper who draws direct influence style wise from Drake.
So, in a nutshell, the rage/hyperpop rappers, street/Drill rappers, Emo rappers, female rappers, and Trap rappers already run the culture. They just don't have bigger sales than Drake for the most part due to Drake having more crossover appeal.
Drake will still put up bigger numbers than most of the new school even if his music declines simply because he has the most crossover appeal of any rapper besides maybe Eminem. And you can't beat that.
But the shift you're referring to has already happened. It's just that Carti and his clones will never have the mass appeal or sales of Drake.

There’s a shift happening and we can all feel it. Even I tried to ignore that opium s*** the at first at the beginning of the decade but this s*** clear as f***. carti is about to take the top spot. This is like some never before seen s***. Rap is so fun again. Even his peers man have crowned this nigga. But In regards to drake he knows as well which is why his next project will be his best and a graceful exit from the game he ran for 15 years.

Drake still has universal appeal and knows how to make songs for everybody
Carti’s image and aesthetic is too abstract for the average person to gravitate to it
I see Carti more as stealing attention from Travis Scott and Rocky to be honest. That fashion/aesthetic/edgy oriented image is shared between all of them.
