Since 2013 their whole team (besides a skeleton team on gta:O) was working on RDR2, that game had 5 years of full dev and was amazing for it.

GTA 6 started full dev after RDR2 dropped in late 2018. Meaning it has had 3 full years of development with 2 of those being in Covid

The people they have making GTA Online updates is a skeleton team just to keep core fans happy to keep giving them content during the wait.

Be patient and GTA 6 will come out. They are working on it. Give it another year or two for the announcement. I expect 2024 / 2025 release due to Covid, and a minimum 6 years of full dev time.
