Your assumption is probably false. Most of these people are probably homeless due to a series of events outside of their control and the d*** use/"bad decisions" are more or less a side effect of earlier trauma
Besides it's so heartless to think these people are at fault given the ultra competitive world we live in. To accept this s*** is a crime towards humanity imo

I know that their are other factors that contribute into homelessness as a whole, I was merely speaking on one specific case.
When one country with certain policies has a higher amount of homeless than another country with different policies, is it logical to say that those homeless people in the country with messed up policies are to blame?
When homelessness doubles in just a decade in a country after a set of policy changes, does it make sense to say that people got twice as dumb and just ignore the effects of those policies that were enacted?
Or could it be that certain economic factors on a macro level increase the chances that certain people will be put in positions that lead to their bad decisions having the worst possible effects?
I think you and the other people itt who are so eager to s*** on people who are already seen as less than human could figure out the answer to this if you cared to think about it a bit more rationally for a second.

in my country they're controlled by mafia. motherfuckers sedate kids w vodka and hand them to beggars for sympathy. I aint feeding that f***ed up system, they buy out cops too so not much you can really do
however there are services that can help with specific requests, idk how popular they are in the states but if you care I guess you could try them (eg somebody from another city/country got robbed, says they need train tickets, etc.)
I don't like carrying coin change so I either throw it in the garbage or give it to a homeless person just camping out in the street if there isn't a tip jar in the store itself.
The people who aggressively approach me as I leave a store or interrupt my subway commute with yelled speeches or dance/music shows will never get anything from me.
I don't think these people count as beggars but I always give money (actual bills) to street performers or those performing inside the subway station (not within train cars) if I enjoy them. Anywhere from $5-20 depending on how dope they are.
