it’s not that they aren’t doing anything it’s just that the law acts painfully slow due to many procedures that must be followed. they’ve already raided his crib in hopes that they’d be able to pin something on him but came up short. if they can’t find any trace of dna left by him, or any surveillance from the tesla than they legally can’t do anything yet, or they would have already put out an warrant for his arrest.

not gonna assume the family did or didn’t do anything until more info is out, but the more likely scenario is that the school flagged her prolonged, unexcused absence and contacted them about it. to avoid any deeper investigation(like a welfare check or involvement from school officials) they probably reported her as a runaway and added that she “often runs away” to cover themselves. not sure if they ever reported her as found, but she most likely traveled out of state after that point. depending on how she got there, TSA would’ve flagged her if she flew under her own name while still listed as missing. maybe she used the other celeste’s identification if they were flying, or they avoided that altogether by traveling by tour bus
