I feel like this is the most David Lynch has communicated with the public in like 5 years

World of Reel, the site that really got the rumors going is no longer predicting Lynch for Cannes. They don’t give a reason why but do mention that within the past 3 days Venice has come in and made major plays to try and snatch some films away from Cannes. Also mentions a few other films once thought to be shoe-ins that are no longer happening.

Lynch don't want us to know. Gave off the same vibe from the rumors last year and they shut down all the hope. He seems pissed this news even came out

I’m guessing there’s cast overlap (if it even exists) but, given how season 3 ended, a continuation would basically be cast members playing different people. Also, Lynch followed up the original series with a TP movie but, again, it’s probably something different.

So maybe it was planned for Cannes but got moved so what Lynch is saying isn’t a lie

In the video Anti linked above all the interviewer said was "your upcoming work" and David immediately barked back "i don't have a film at Cannes" ..... ain't deny the existence of a film or upcoming work just about it not being at Cannes. He did the same thing in the Weather Report

I highly doubt that if this exists it'd be TP related - all of this new project would have been shot in and around LA, close enough for David to be home each day, and I suspect he'd still want to go back to Snoqualmie or Washington state for Peaks-related stuff.
