They probably had to scale it down. But from some previews they said it varies. Like there were moments with a lot of NPC’s where it seemed like you kept bumping into them. But other moments it wasn’t that busy.

We've only seen console footage with no day one patch or next gen upgrade. Population density will probably get better

ACTUAL character and story spoilers are going around now, as expected.
