I don't think the little person has any significance, but the footage itself is being used to hammer in the date which definitely means something took place between Drake/Drake's entourage and the person running the Twitter account.
"I am no thief" implies he didn't steal anything but still managed to obtain things/knowledge relating to Drake in relation to that night.
Whatever it all leads to and the weight of it is just questionable. Way too many people invested in it with weird theories.

I disagree that Alvarez doesn't have any significance. The account says in its very first Tweet "Jimmy Brooks would not have been proud of you that night" with a picture where Alvarez is front and center. That's obviously a reference to his disability
