our government says it actually heightens the chance of spreading the disease, because it makes you touch your face more often. bacteria builds up very quickly on the inside and outside of the mask. and most masks doesn't filter out the virus, only a few special ones.

Norway, they told us to wash our hands frequently, avoid social contact as much as possible, stand atleast 1 meter away from people who are visibly sick/coughing and a bunch of other tips.

isolate yourself if you suspect you're sick and NEVER visit the ER or hospital. You call a special number and help will come to you. Only sick people and doctors that work with suspected cases should wear masks.
