"Downplaying" is a very mild way of describing what Trump did. It could be argued that I have "downplayed" the virus in this thread by sharing optimistic news in order to preserve a shred of hope and sanity.

Trump actively spread misinformation and was wildly inconsistent in his messaging. You do not, under any circumstances, use the word "hoax" around a pandemic unless you have an ulterior motive.
