We don't know the nature of the population of the Chinese and American studies, only the size. If the Chinese patients were on death's door, it's not going to work worth a damn because remdesivir's main effect is minimizing cell growth. If it's out of control, it only buys the patient time. It should be administered at the beginning of the infection, which is why Fauci said it "blocks" the disease, not kills it.

No, it isn't. Not at all. No controlled studies on the efficacy of hydroxychloroquine in COVID-19 treatment came to completion because it was so evident that it was dangerous to the experimental group.
