the government is ultimately made up of officials who exist in the same sphere as the media. bureaucrats are only held to the standards set to them by consensus and constituents. the average official is no more informed than the average person because there are limited amounts of places to get information unless you have access to classified materials or world leaders at the highest level. look at the public officials in NYC that disregarded the coronavirus last month and encouraged large public gatherings. of course they are largely at fault for this but there is virtually no way they could have known anything either without the information also disseminating to the public to hold them accountable, it's not like they're high ranking enough to simply go to China to scout things out.
