pretty true. american healthcare is very high quality. 17 of the 20 top hospitals in the world are based in the states (hospitals.webometrics.info/en/world), and American medical schools, by a large margin, have the greatest education offered to those entering the field.
the quality is essentially moot however, looking at the massive inequity that is miring the system. when you consider how exorbitantly expensive the system is, it's not very remarkable in a per capita basis.

A lot of things I’ve read before this was passed was that you have to be making less than 75k/yr
