Control/Conquest is only a horseman. the Primal Fears havent been killed/left Hell until now with the presumed-to-be Death devil

or the Darkness fiend from pt 1 but she still had to go to Hell to form that contract

You sure? I read the entire manga and I don't remember makima being ever refered to as a primal fear. In fact, I believe they specifically make a distinction between her and the Darkness devil.

Also, both types of devils have very distinct looks.

Supposedly Primal Fears are stronger than any individual Horseman, so it makes sense why Yoru would flee in fear. But it makes no sense for her to run away from a fellow Horseman who's on equal standing.

The problem is that there are literal historical horsemen (conquest, war, famine, death)

So he’s kinda boxed into making the horsemen and primals separate. I mean we don’t have confirmation that they have to be separate. It’s possible that death could be a primal and a horsemen. Who knows
