I think the logic is this:

there are Americans traveling to Europe right now (I just came back from Italy)

if we accept Europeans into the US, we'd probably have to admit them using vaccination status as a criteria, b/c delta is spreading so heavily there and vaccines are plentiful, unlike other countries we are currently letting in

then, if we're admitting Europeans based on vax, there would be pressure to admit US citizens traveling into the EU back into the US using vaccination status - currently you need a negative test

that, in Biden admin's thinking, would lead to Trump voter anger, social division, etc. - as if that isn't already happening
