this is a hard question to answer in a brief manner. it goes all the way back to the foundation of the country. we're united states of america - states having their own autonomy to some extent but still united under a central, federal government.

some flashpoints in the debate were federalists v anti-federalists, union vs confederady debating over "state's rights" and then there was the battle for civil liberties. mississippi was restricting the rights of black citizens so the federal government had to step in to protect them.

dems are usually aligned with federal law because they're seeking progressive rights that are restricted in conservative states. and conservatives usually stick with the states because they don't want a federal government telling them what to do.
