jesse never threatened to rat him out (until the end of the series where hank already knew) he threatened to sue hank for everything after hank beat his ass after WALT told saul to call hank about marie being in the hospital to get hank away from the RV. walt got gus to put him back in the lab to prevent hank from going down like that.
