if twitter itself in its rules says minors are allowed on the site then yes it functionally is. if twitter wants to say minors are not allowed and actively moderate out minors, then sure, I will agree you that who cares if there's p*** on it. Twitter requires users only be 13 to sign up. There is then no restriction on what that 13 old user can do. Twitter does not care. So twitter says its platform is okay for 13 year olds but also thinks p*** is allowed content.

The difference between Twitter and P***Hub is that P***Hub is explicitly 18+. So it makes sense there is p*** there. If Twitter thinks minors can use the site, it has a responsibility to age gate content in the same way a channel has a responsibility to adhere to its age ratings. No one wants to ban p***.
