So in doing actual research for this question, so I'm not just shooting from the hip, I'm talking about the output from acts like these who had classics early in the decade but weren't putting out their best work by the end of it:
Nas (Nastradamus)
GZA (Beneath the Surface)
Raekwon (Immobilarity)
Mobb Deep (Murda Muzik)
De La Soul (AOI)
Tribe (Love Movement)
Public Enemy (had fallen off long before)
AZ (Pieces of a Man)
Jeru (Heroz 4 Hire)
O.C. (never followed up Jewelz until 2001 and that was terrible)
Onyx (Shut Em Down was a dropoff but they really fell off with the next one)
KRS-One (I Got Next was OK, The Sneak Attack wasn't)
Busta (never topped The Coming but didn't really fall off until the 2000s, his late 90s releases were solid just not quite as good)
Masta Ace (disappeared until 2001, then had some more great projects)
Part of it is that some of these acts were just out of steam by this point, others were in a transitional period and would go on to be great again, but things were definitely changing during that time.
My favorite rap albums during those years were coming from Outkast, Goodie Mob, Three 6, Common, The Coup, Jurassic 5, Tommy Wright, Quik, Dre, Blackalicious, Dilla and Slum Village, etc but if I'm talking 1990-1996 there was more of an NY stranglehold in terms of my rap taste.
Of course it wasn't all bad. DMX, Mos was dropping classics, Pun had his, Fugees and Lauryn were on top, Ghost put out Supreme Clientele. But yeah a lot of the acts who helped to establish NY dominance either weren't dropping or not at their best anymore.

And some of the artists you named like Dilla were explicitly inspired by NY guys like Pete Rock production wise.

It wasn’t as acclaimed as their earlier work but it still had good feedback I remember The Source giving it 3&1/2 mics.
I think the fallout came from it not being up to the standard of their earlier work
