Musically it was her least interesting record. Compare it to Idler Wheel or Extraordinary Machine and it’s just laughably basic

He isn't saying SHE did it to pander to critics, he's saying critics praised it as much as they did because of the topics she addressed about and not entirely about the music or its quality thereof. At least that's what I think he means.
