It’s to all royal blood it was never stated to be just from Karl Fritz so he was still bound by it but was able to somehow find a loophole. It could be due to him not being a direct descendant but he would’ve still been bound by it due to his royal blood but either way he still found a way around it.

inding a loophole wouldn't make sense, there were at least a 100 years worth of King Fritz's descendants inside the wall that could have found the loophole, why is it only relevant once someone outside that bloodline gets a hold of the coordinate?
