There's a lot of shows that don't commit to their overarching theme but Pandora didn't make those mistakes. Sometimes the show touches on serious topics about how f***ed up the world is, but it's almost always exclusively in the background and never ruins the mood of the show. This show is the prequel to Ghost in the Shell, but that doesn't mean it needs to be Ghost in the Shell. It's a romance between two lesbian robots, nothing more, nothing less.
I don't think there is any scene that encapsulates the show more perfectly than Nene and Clarion lezzing out and showing complete concern for each other while ignoring the antagonist rambling in the background about how his ideals will make the world a better place. The show's commitment to its vision is so strong that I'm able to give it a decent score despite its terrible production values.
