Afaik in the manga pitou is a he, in the anime is a she, i guess since the manga is the canon in theory that would be correct but the manga translations could be wrong. It wouldnt be the first time a feminine looking character in a togashi manga is a man

Nah I looked into it and in the manga Pitou is actually called by "aitsu" which is a neutral pronoun used to call someone in japan (and this was a deliberate choice).

Confusion arose because in the HxH databook Pitou is referred to as a male - however, this databook was not written by the manga author (it also gets other data wrong).

And in other instances, translators f***ed up

you basically have two answers:

its a fansub and the subber isn't as good at Japanese as they thought they were

its crunchyroll and they subbed it in a 12 hour time crunch

in every single anime across all genres the military and police are always protrayed as people ''that do their job correctly'' to say the least

you never see em beat people up for no reason or abuse power and when they do they're shown as part of an evil cult/organization/whatever seperated from the force

same goes for their govt
