What I originally meant was yes, a piece that’s actually played on an instrument. And in this case the technical ability would be some level of understanding of the instrument or composition or notes or chords

If we were to extend it to just pieces without vocals, the same could apply but in that case the technical ability would be more likely to be rhythmic or structural, something that suggests purpose to how the music is put together and technical ability with a sampler or DAW

Suggesting that there is a baseline level of effort that should be put into music and playing an instrument isn’t the same as suggesting that “more effort=better music”. I feel like that’s a cop out. Effort isn’t the measurement but it is a pretty basic expectation. Without any effort, dedication or study you risk sounding like a child. Which can be cool in certain context (The Residents are an actual good example of this) but this isn’t one of them
