I would usually say no, however in 2016, Bernie made a big deal of O'Malley not being included in the debate (until he withdrew) which lead him to being included, and O'Malley was even less recognized than Tulsi. I don't disagree with the entire concept of Tulsi being excluded as necessarily being debatable, but Tulsi has been essentially screwed time and time again over this election cycle by both the establishment in the DNC and the media and Bernie really hasn't done anything to defend her. It's not like she's going to steal his votes if he does, if he's against the establishment as much as he claims to be, you'd just think it'd be principle to defend other anti-establishment candidates getting screwed as much as you.

O’Malley was not less recognized then tulsi (although that may be my personal bias because I knew when he was the governor of the state I was living in). I agree he should speak up for tulsi out of reciprocation, but don’t you think people who are voting for her would have otherwise picked Bernie over Biden? Like wouldn’t it be to Bernie’s ultimate advantage if she wasn’t in the race
