We have more yearly immigration than in any time in history- over a million people each year. It has basically been an increasing and continuous flow into the country since 1965, when an act of Congress re-opened mass immigration after 41 years of severe limits. This did not necessarily have to lead to a 55 year free-for-all. Throughout America's history, bursts of intense immigration have been followed with fallow periods. This gives the immigrants time to assimilate into the nation and prepares us for the next burst. The last 55 years have completely thrown that sensible policy in the trash. We have had no fallow periods, and additionally, assimilation is now seen as "racist".

I am a descendant of Mexican immigrants who came to America over a hundred years ago because of the Mexican Revolution. After 1924, when that year's Immigration Act reduced the flow to a trickle, immigrants like my great-grandparents and their descendants settled into the fabric of America. I think it is sensible to re-introduce the concept of a fallow period into American immigration policy.

There will still be some immigrants allowed into the country. Of course it would be hypocritical of me not to think about the people who, like my ancestors, would, fleeing violence at home, benefit from coming to America. But I think a sensible number of yearly immigrants is equal to the number of people who leave the country each year-- i.e, 150,000 out, 150,000 in. "Net Zero immigration," is what its adherents call it.

We can not be the way-station for the world's dispossessed, especially if we want a radical transformation of the way our government handles healthcare, schooling, a $15 minimum wage, and other policies that show American workers someone is actually looking out for them for once instead of focusing on how much cheap labor can be allowed into the country to depress wages. (The Wall Street Journal literally said as much was desirable in the last couple of weeks.) No matter what the neoliberals say about the benefit to the GDP, and the self-hating Americans say about "jobs Americans won't do" (i.e, have been allowed not to do because of the gleeful exploitation of immigrant labor by powerful corporations), we have enough people in the country. We are a nation built by immigrants, but we are also a nation built by sensible immigration policy.
