Also his most cohesive album. Drakes biggest issue album wise the last decade has been filling albums with filler.
I would most likely assume this was in his contract starting around the VIEWs era, which ushered in the streaming era. They probably forced him to do long albums thinking it would help streaming.
If Views, Socrpion, CLB, FATD were all trimmed to 12-14 tracks I think people would resonate w them better

Drake was dropping 25 track mixtapes before ever getting signed and 40 always advises him to make more concise projects according to Drake but he feels like he has too many people to please
